Analysis and Assessment

Risk analysis of the food and feed supply chains sourcing materials from animals in Serbia (with a focus on disease control and consumer safety); a needs assessment of regulatory requirements and infrastructure investment in order to minimize risk and maximize consumer safety.

Activity 1.1.1. Conduct of a risk assessment of the current food and feed supply systems.

Method:

The activity will include meetings with the BC leading staff of the project, staff of the competent authorities responsible for assessment and control of food and feed supply chain and representatives of the food and feed business operators’.

This will lead to a detailed analysis and assessment of the following:

- Organizational chart and activities of competent authorities in the area of risk assessment and control of the food and feed supply system

- Assessment current food and feed supply strategy and programs

- Assessment of foreseen developments in the area of food and feed supply

- Assessment of current situation of primary production of feed

- Assessment of supply system of feed material and feed for certain species of animals

- Assessment of current situation of primary production of animal origin food

- Assessment of current situation of supply of animal origin food

- Assessment of manufacturing and packaging of animal origin food

- Assessment of sales of animal origin food

- Assessment activities of the feed business operators’ in the area of feed safety (GAP, GHP, HACCP etc.)

- Assessment of the food business operators’ in the area of food safety (GMP, GDP, GHP, HACCP etc.)

The activity will focus on assessment of the food and feed supply chains from primary production till placing on the market and sourcing materials from animals in Serbia focusing on disease control and consumer safety. Through this activity sources and nature of risks in selected food and feed chains will be assessed and identified.

 

Activity 1.1.2. Conduct an assessment of the regulatory framework for implementation of the food safety legislation.

Method:

The activity will include meetings with the BC leading staff of the project and with the personal responsible for the implementation of the food and feed safety legislation. This will lead to a detailed analysis of regulatory framework of the food and feed safety legislation.

Through this activity detailed analysis of Serbian legislation will be done and compliance to EU legislation on food safety assessed and tables of correspondence prepared according to the EU Legislation as mentioned under Article 2 acquis.

The report will include a descriptive analysis of the present situation and of gaps and needs identified that will gives information to successive activities. A report should collect and discuss the information seen in relation to the requirements of the EU legislation and provide a basis for the further activities within the area of food safety and animal welfare.

 

Activity 1.1.3. Conduct of an audit to assess investment needs in the food and feed supply chain.

Method:

The activity will include meetings with the BC leading staff of the project, field visits to selected establishments and with the personal responsible for audit. This will lead to a detailed analysis of following:

- Assessment of conformity of the feed production and supply chain to legal requirements

- Assessment of conformity of food production and supply chain to legal requirements

- Assessment of investment (resources, infrastructure, and technical assistance) needs in the feed supply chain

- Assessment of investment (resources, infrastructure, and technical assistance) needs in the food supply chain

Through this activity the audit to asses investment needs will be done and investment needs (physical infrastructure, equipment, training) identified.
