Institutional development

Updated food and feed management documentation system to enable effective inspection, monitoring and control of all those involved in animal-based food and feed supply chains. Food Safety Crisis Management plan adopted and inspection teams established for food and feed establishments.

Activity 1.3.1. Food safety: Necessary advisory assistance for creation of a food and feed management documentation system provided. (Determine the type, level and sources of information needed, design information collection system; design and test data base for holding and analyzing information).

Method:

Discussions with BC leading stuff on developments in the area of food and feed documentation management system

The activity will include:

- Assistance in creation of food and feed establishments control documentation management system

- Determination level and sources of information for food establishments control documentation management system

- Preparation model of information collection and standard reporting forms

The assistance in development design and test data base for holding and analyzing information will be provided and support CAs to develop Rapid Alert System for Food  and Feed  (RASFF)– documentation and implementation procedures and  coordination between different service.

Activity 1.3.2. Food safety: All necessary assistance for development of a Crisis Management plan provided. Using best practice and technical assistance from EU Member States design a Crisis Management Plan for Serbia with standard operating procedures and identify key staff at all levels, assign responsibilities. Create communications links between key sectors within MAFWM, and between MAFWM and other Ministries.

Method:

Meetings and discussions with BC project leading stuff, MAFWM and other competent authorities involved in Crisis Management, iincluding assistance in practical implementation of RASFF, especially in “new” – I RASFF. Provided trainings for inspectors on regional and local level!

The activity will include:

- Assistance in development of a Crisis Management plan

- Development standard operating procedures according Crisis Management Plan for Serbia

- Selection key staff at all levels,

- Assignment duties and responsibilities of selected key staff

- Development information exchange system and communication links between key sectors (key staff) within MAFWM, and between MAFWM and other Ministries

 

Activity 1.3.3. Food safety: Create inspection teams (assess the number of inspection teams required, type and level of expertise needed; assign responsibilities and develop operating procedures, monitoring and reporting system for expert teams; provide manuals of procedures to all inspectors).

Method:

Meetings and discussions with BC project leading stuff and competent authorities providing inspections.

The activity will include:

- Assessment of the type and level of existing inspection teams

- Expertise of inspection teams effectiveness

- Assessment required number and composition of inspection teams,

- Assignment responsibilities of inspection teams

- Development operating procedures for members of inspection teams

- Development manuals of procedures to all inspectors

- Development monitoring and reporting system from inspection teams

 

Activity 1.3.4. Preparation of guidelines for the implementation of the draft strategies on food safety

Method:

Discussion proposals on BC draft strategies on food safety and Guidelines for the implementation of the draft strategies on food safety with BC leading project staff.

The activity includes:

- Analysis of BC draft strategies on food safety

- Drafting of Guidelines for the implementation of the draft strategies

The activity will include analysis of BC draft strategies on food safety and Guidelines for the implementation of the draft strategies on food safety will be prepared

 

Activity 1.3.5. Development of Internal Audit and Quality Management Systems environment and mechanisms
